In 2017, Jingzhou implemented comprehensiveinvestment of RMB 2.496 billion in water conservancy construction, includingRMB 1.22 billion invested by the central government, RMB 138 million by themunicipal government, RMB 587 million loans via government bonds, and RMB 550million of local financing support. The major projects include: RMB 1.2 billionof eastern section construction of Honghu Lake flood storage area, RMB 277million of comprehensive treatment of Jingjiang River embankment, RMB 170million of recent key project construction of flood diversion and storage areaof Jingjiang River, RMB 90.11 million of Changhu Lake reinforcement, RMB 120million of Honghu Lake reinforcement, RMB 35.18 million of Jingzhou sectionconstruction of Juzhang River, RMB 109 million of extension engineering of LuoshanMountain Pump Station, RMB 34 million of transformation and renovation of LotusPump Station, RMB 35.72 million of irrigation district construction of JianliXimenyuan, RMB 68.44 million of the enforcement of drinking water safety inrural areas, RMB 91.95 million of small and medium river management, and RMB 90million of high efficiency water saving irrigation.
Eastern section constructionof Honghu Lake flood storage area has overfulfilled the annual plan
At present, the constructionof water conservancy projects in Jingzhou has gone smoothly. Firstly, easternsection construction of Honghu Lake flood storage area. In 2017, its annualplanned investment was RMB 1.2 billion. According to the construction scheme,RMB 700 million would be used to build the project while RMB 500 million wouldbe used to set up new segregate intake gate. By now, seven constructionprojects that have been under construction including Yaokou pump station, dykereinforcement, and second station of Gaotankou have completed an investment ofRMB 1.081 million, which has overfulfilled the annual investment plan of centralgovernment. Secondly, recent key project construction of flood diversion andstorage area of Jingjiang River. In 2017, the nation released a capital of RMB170 million to build this project. So far, the investment plan has already beencompleted. Thirdly, Changhu Lake reinforcement. In 2017, the investment capitalplan of RMB 90.11 million was issued while the investment of RMB 62.58 millionwas completed. Fourthly, Honghu Lake reinforcement. This project consists oftwo parts, namely the Honghu City part and Jianli County part. As to HonghuCity part, in 2017, the investmentcapital plan of RMB 78.33 million was issued while the investment of RMB 71million was completed. As to Jianli County part, in 2017, the investmentcapital plan of RMB 41.99 million was issued while the investment of RMB 39.81million was completed.
Small and medium rivermanagement of Shishou and Jiangling was completed with great success
By now, the recent anti-floodtreatment project of Juzhang River has completed an investment of RMB 32.36million.
Treatment of medium and smallrivers. The investment of comprehensive treatment project of Dongqing River inGong’an County was RMB 18.81 million with a finishing rate of 91.97%. Theinvestment capital plan of RMB 21.78 million was issued to the comprehensivetreatment of Hongqi River in Shishou City with a finishing rate of 100%. Theinvestment of comprehensive treatment project from Huanzikou of Dianpai Ditchin Luoshan Mountain to Zhangjia Lake was RMB 22.33 million with a finishingrate of 98.12%. The investment of comprehensive treatment project from TaihuFarmland of Taihu Port in Jingzhou District to Ji’nan Town section was RMB 9.9million with a finishing rate of 98%. The investment of Beixin Rivercomprehensive treatment engineering in Jiangling County was RMB 14.13 millionand now has all completed.
Besides, there were 6 projectsof high efficiency water saving irrigation projects, distributing in JingzhouDistrict, Jiangling County, Songzi City, Gong’an County, Shishou City, JianliCounty, and Honghu City. Each has completed anefficient-water-saving-irrigation area of 10,000 mu (1 mu ≈ 667 square meters) with an overall investment of RMB 90million. All are low-pressure irrigation. By now, Jingzhou District hascompleted 88% while other projects have all completed.
Jinzhou promotes drinkingwater safety engineering in rural areas, benefiting 220, 000 people
In 2017, reinforcement for 6unsafe reservoirs in Jingzhou including 4 in Songzi City and 2 in JingzhouDistrict were completed. The investment was RMB 6 million in total and now hasbeen completed.
In the drinking water safetyengineering in Jingzhou, its construction task in 2017 was to solve thedrinking issue for 7,600 people relocating here from other places and 23,200poor people who have registered in the file, and to reinforce the former 99,000people who have already been provided with safety drinking water, benefiting129,800 people in total. The city has carried out 16 new, rebuilding, expanded orextended pipe construction engineering projects, which have already beencompleted and helped lift 23,200 people out of poverty through targeted povertyalleviation, with 220,000 benefited people in the whole city.
